The cutting of trees simply to manufacture paper for the publication of unwanted literature is the greatest sinful act.
SB 7.2.12, Purport:

Another point is that trees also should be given protection. During its lifetime, a tree should not be cut for industrial enterprises. In Kali-yuga, trees are indiscriminately and unnecessarily cut for industry, in particular for paper mills that manufacture a profuse quantity of paper for the publication of demoniac propaganda, nonsensical literature, huge quantities of newspapers and many other paper products. This is a sign of a demoniac civilization. The cutting of trees is prohibited unless necessary for the service of Lord Viṣṇu. Yajñārthāt karmaṇo'nyatra loko'yaṁ karma-bandhanaḥ: (BG 3.9)) "work done as a sacrifice for Lord Viṣṇu must be performed, otherwise work binds one to this material world." But if the paper mills stop producing paper, one may argue, how can our ISKCON literature be published? The answer is that the paper mills should manufacture paper only for the publication of ISKCON literature because ISKCON literature is published for the service of Lord Viṣṇu. This literature clarifies our relationship with Lord Viṣṇu, and therefore the publication of ISKCON literature is the performance of yajña. Yajñārthāt karmaṇo 'nyatra loko 'yaṁ karma-bandhanaḥ (BG 3.9)). Yajña must be performed, as indicated by the superior authorities. Prabhupāda: The people amongst whom he is preaching, they don't believe in God, but they accept Lord Buddha. But he is God. So by cheating, he is making others to worship God. God is there. But superficially they think, "We don't believe in God. We believe in Lord Buddha." And Lord Buddha is God. Therefore in the Bhāgavata it is said that his business will be cheat the atheist class of men. Sura-dviṣām. Sammohita-sura-dviṣām. Sammohita means bewilder. But his philosophy is that to make the people sinless. Ahiṁsā. "Don't kill." That is the greatest sin. So he is propagating that "Let these people be saved from the greatest sinful activities." Lord Buddha appeared... He also appeared in India. Why? He was also Hindu. He was kṣatriya, king. He promulgated this philosophy, ahiṁsā, when there was unnecessary killing of animals. According to Vedas, animal can be killed in sacrifice. That also to give a new life. But people misinterpreted and they began to kill animals like anything with the evidence of..., "In the Vedas animal killing is sanctioned." So Lord Buddha appeared, just being compassionate to the poor animals.

So if in the human society unnecessary animal killing is encouraged, he will never be able to understand what is God. The greatest sinful activity, paśu-ghnāt. So in human society, unnecessarily animal killing is going on.

Prabhupāda: So, we have to teach people how to refrain from sinful activities. Then, when he's pure, then God will reveal. If we keep them in sinful life, at the same time we want to preach them, it will not be possible. In the Śrīmad-Bhāgavatam it is said that those who are animal killer, they cannot understand about God. Vinā paśu-ghnāt. So in human society, unnecessarily animal killing is going on. So they are entangled in sinful activities; therefore they are unable to understand what is God.

Kern: Are you speaking specifically about all animal killing, Your Excellency? Or, how do you speak of animal killing? In other words, vegetarian living, is that what you're speaking of?

Prabhupāda: No, animal means the four-legged animals. Vegetables are not called animals, even in dictionary.
