Unless the living entity gets another gross body, he will have to continue in a subtle body, or a ghostly body.
SB 4.29.61, Purport:

Although the root of distress and happiness is the mind, intelligence and ego, a gross body is still required as an instrument for enjoyment. The gross body may change, but the subtle body continues to act. Unless the living entity gets another gross body, he will have to continue in a subtle body, or a ghostly body. One becomes a ghost when the subtle body acts without the help of the instrumental gross body. As stated in this verse, śayānam imam utsṛjya śvasantam. The gross body may lie on a bed and rest, and even though the machinery of the gross body is working, the living entity may leave, go into a dream, and return to the gross body. When he returns to the body, he forgets his dream. Similarly, when the living entity takes on another gross body, he forgets the present gross body. The conclusion is that the subtle body—mind, intelligence and ego—creates an atmosphere with desires and ambitions that the living entity enjoys in the subtle body.

Those who are overly attracted to their life situation are forced to remain in a ghostly body and are not allowed to accept another gross body.
SB 4.29.76-77, Purport:

A person may be enjoying the body of a prime minister or a president, but when he understands that he will be forced to accept the body of a dog or hog, he chooses not to leave the present body. Therefore he lies in a coma many days before death. This has been experienced by many politicians at the time of death. The conclusion is that the next body is already determined by superior control. The living entity immediately gives up the present body and enters another. Sometimes in the present body the living entity feels that many of his desires and imaginations are not fulfilled. Those who are overly attracted to their life situation are forced to remain in a ghostly body and are not allowed to accept another gross body. Even in the body of a ghost, they create disturbances for neighbors and relatives. The mind is the prime cause of such a situation. According to one's mind, different types of bodies are generated, and one is forced to accept them.

SB Canto 9

There are two kinds of spiritual bodies, as generally understood by common men. The term "spiritual body" is sometimes taken to refer to a ghostly body.
SB 9.13.11, Purport:

The demigods wanted Mahārāja Nimi to come to life, but Mahārāja Nimi did not want to accept another material body. Under the circumstances, the demigods, having been requested by the saintly persons, gave him the benediction that he would be able to stay in his spiritual body. There are two kinds of spiritual bodies, as generally understood by common men. The term "spiritual body" is sometimes taken to refer to a ghostly body. An impious man who dies after sinful activities is sometimes condemned so that he cannot possess a gross material body of five material elements, but must live in a subtle body of mind, intelligence and ego. However, as explained in Bhagavad-gītā, devotees can give up the material body and attain a spiritual body free from all material tinges, gross and subtle (tyaktvā dehaṁ punar janma naiti mām eti so 'rjuna (BG 4.9)). Thus the demigods gave King Nimi the benediction that he would be able to stay in a purely spiritual body, free from all gross and subtle material contamination.

We have got this gross body, and when the gross body is finished, then I keep myself in this mental body. That is called ghostly body. The ghostly body means one who is living in the subtle body. Ghost is a fact; it is not fictitious.
Lecture on SB 2.3.2-3 -- Los Angeles, May 20, 1972:

Pradyumna: "Almost all of them have a wrong conception of life, for they identify themselves with the gross and subtle material bodies, which they are not in fact."

Prabhupāda: This is their, I mean to say, less intelligence. Everyone thinks that "I am this body." Or little further off, one thinks, "No, I am not this body. I am mind." There are two bodies, one gross body made of these physical elements: earth, water, air, fire, sky, and another... Just like shirt and coat. You have got your coat, and within the coat there is shirt, and within the shirt, you are. This is gross example. Similarly, we have got this gross body and when the gross body is finished, then I keep myself in this mental body. That is called ghostly body. The ghostly body means one who is living in the subtle body. Ghost is a fact; it is not fictitious. So the subtle body carries me to another gross body. That is called transmigration of the soul. I must have some vehicle. The subtle body... Gross body is finished. That is gone. Now, the subtle body is there; therefore my mentality will create another gross body. If I am dog mentality, then I'll create another body, dog's body. And if I am God mentality, then I'll create another body like God.

Ghostly body means he has to suffer for some time. Just like you are put into prison.

Madhudviṣa: Śrīla Prabhupāda? How does one become free from that ghostly body?

Prabhupāda: Ghostly body means he has to suffer for some time. Just like you are put into prison. After your term is finished, then you are liberated. Similarly, a most sinful man, he is given this term, "You remain for some years in the subtle body." Everything is like that. This is also. We have got this body, gross body, under certain condition. When that condition is finished, then I give up this body, I create another condition, and I enter another body. This is going on.

Just like the philosophy voidism, or suicidism. I am feeling some pain in my body. So if I think that let me commit suicide, then the pain will go away automatically. That is void philosophy. The killing one-self, ātma hā. But because they have no understanding that killing this body does not mean killing yourself. That is their ignorance. In the Bhagavad-gītā it is clearly said, na hanyate hanyamāne śarīre (BG 2.20). So these rascal think if I suicide, if I commit suicide, and just have a knife on my throat, then all my pains and pleasures are finished. No, that is not... He will be put into more pains and pleasure. Sometimes we'll have to accept, why accept, it is certain, the ghostly body. Because Kṛṣṇa has given you, or māyā has given, māyā has given under the direction of Kṛṣṇa, a certain type of body for enjoying for a certain span of life, you cannot finish it. If you disregard it, then, if you commit suicide, the result will be that you will not be allowed to accept another material body. You will have to remain in that subtle body. That is ghost. Ghostly life means one who has misused this life, this body, and by his whims he has killed this body. He becomes ghost. That means he will have to suffer for so many day, then he'll get another material body.

Therefore there is śraddhā ceremony. The śraddhā ceremony means, supposing my father or my relative has not got, yet, again gross body, this śraddhā ceremony will help him to get another gross (body). Because without this gross body, the ghostly body is very troublesome, because he wants to enjoy something, but he has no instrument to enjoy. Therefore he creates, the ghost creates trouble. Sometimes captures some body to fulfill his desires, and the man becomes ghostly haunted. There are so many subtle sciences. What do they know, these so-called scientists? They're simply falsely proud, taking account of this small duration of life, for ten to twenty years, fifty years, or at most hundred years, that's all.
