The conclusion is that Lord Śiva wanted to remain a fixed devotee of the Supreme Personality of Godhead, Vāsudeva.
SB 4.24.33, Purport:

The Lord is always ready to give instructions to the paramahaṁsas, or the topmost devotees of the Lord, who are completely liberated from all contaminations of the material world. The Lord always gives instructions to such exalted devotees to inform them how they can remain fixed in devotional service. Similarly, it is stated in the ātmārāma verse (SB 1.7.10):

ātmārāmāś ca munayo
nirgranthā apy urukrame
kurvanty ahaitukīṁ bhaktim
ittham-bhūta-guṇo hariḥ

The word ātmārāma refers to those who are not interested in the material world but are simply engaged in spiritual realization. Such self-realized persons are generally considered in two categories—impersonal and personal. However, impersonalists also become devotees when they are attracted by the personal transcendental qualities of the Lord. The conclusion is that Lord Śiva wanted to remain a fixed devotee of the Supreme Personality of Godhead, Vāsudeva. As explained in the following verses, Lord Śiva never desires to merge into the existence of the Supreme Lord like the impersonalists. Rather, he thinks that it would be good fortune for him to continue to be fixed in the understanding of the Lord as the Supreme Being. By this understanding, one realizes that all living entities—including Lord Śiva, Lord Brahmā and other demigods—are servants of the Supreme Lord.

Guru means one who has complete knowledge of Vedic version, and not only that, he is a staunch or fixed-up devotee of the Supreme Lord.
Lecture on BG 2.11 (with Spanish translator) -- Mexico, February 11, 1975:

Unless one becomes under the control of ācārya, he has no perfect knowledge. Therefore the Vedas says, tad-vijñānārthaṁ sa gurum evābhigacchet: (MU 1.2.12) "For understanding that transcendental science, one must approach a guru." And what is the symptom of guru? Samit-pāṇiḥ śrotriyaṁ brahma-niṣṭham: Guru means one who has complete knowledge of Vedic version, and not only that, he is a staunch or fixed-up devotee of the Supreme Lord. These are the qualification. The guru strictly follows the Vedic injunction and teaches the same thing to his disciple. That is guru. So first thing is: one must be inquisitive to understand about the spiritual subject matter. Just like you have come here in this temple. You know that here nothing like political meeting is going on. Here something spiritual matter is being discussed. Therefore you have come. This inclination is the beginning of spiritual life. This is called śraddhā. Śraddhā means faith.

Acyutānanda: What is the syllabus for...?

Prabhupāda: Whatever books we have got, it should be studied. Bhakti-śāstrī means Nectar of Devotion, Bhagavad-gītā, Nectar of Instruction, Beyond Death—in this way we select some ten books. That is bhakti-śāstrī.

Acyutānanda: So when will that...

Prabhupāda: Then we come to Bhāgavata, then we come to Caitanya-caritāmṛta, in this way. So from next year, unless one passes bhakti-śāstrī, he cannot be second initiated. First initiation is open for everyone. "Come on. Chant Hare Kṛṣṇa." That will purify him. Then let him understand what is bhakti.

Yaśodānandana: This is very good, because then those that will become second..., those that will have second initiation will have to know the scriptures, will have to know your books.

Prabhupāda: Yes, that is.... Now there is...

Mahāmṣa: And unless they know your books, they will never be fixed-up devotees.

Prabhupāda: Yes.

1967 Correspondence

In the Bhagavad-gita, it is stated that for the fixed up devotee there is one duty. This duty is understood through the transparent medium via media of the Spiritual Master.
Letter to Madhusudana -- San Francisco 30 December, 1967:

And I am very concerned that due to your sincerity and service mood you have improved in Krishna Consciousness excellently. Whatever allocation of duty there may be, if we try to execute such specific duty sincerely, that alone can make us much more advanced in Krishna Consciousness. In the Bhagavad-gita, it is stated that for the fixed up devotee there is one duty. This duty is understood through the transparent medium via media of the Spiritual Master. It is better service to Krishna and Spiritual Master in a feeling of separation; sometimes there is risk in the matter of direct service. For example, Kirtanananda was giving me direct service by massaging, cooking for me, and so many other things; but later on by dictation of Maya, he became puffed up, so much so that he thought his Spiritual Master a common man, and was existing only on account of his service. This mentality at once pushed him down. Of course, those who are sincere devotee, they take direct service as an opportunity, but the illusory energy is so strong that it acts on this doctrine of familiarity breeds contempt. Kirtanananda was thinking I was existing on his service, instead of realizing I was giving him opportunity to do me some service.

1972 Correspondence

Whatever the elder members are doing, the children should do if possible. But for teaching the teachers themselves should be fixed up initiated devotees, otherwise how the children can get the right information and example?
Letter to Aniruddha -- Calcutta 7 March, 1972:

Simply follow the program of the elders, let the children associate as much as possible with the routine KC program, and when the others go out for working and business matters, the children can be given classes as you describe. They can learn our method of Krishna Consciousness by rising early, cleansing, plus knowledge of Sanskrit, English, a little Mathematics, history, geography, that's all. We haven't got to take any help from the government by getting so-called accreditation. If outsiders want to send their children to us, it will not be for their accreditation, but because they will get the best education for relieving them of all anxieties of material life and for this education the government has no idea. Where is such thing as transmigration of the soul being taught in classroom? If they simply learn to rise early, cleanse, all hygienic principles, their study will be greater than any government program. Whatever the elder members are doing, the children should do if possible. But for teaching the teachers themselves should be fixed up initiated devotees, otherwise how the children can get the right information and example? Thank you very much for serving Krishna in this way, and if you go on sincerely serving like this, chanting, and following the regulative principles strictly, all your questions will be answered by Krishna automatically.

I have seen your wife Nandarani dasi here in Los Angeles and she is doing very well. I want that she shall help me improve the conditions at our Dallas school by going there and teaching the children. If children are allowed to play just like Krishna was playing with his cowherd boyfriends, then little ABC, then see the deity and have arati, then take little prasadam; in this way if they are always diversified, they will be always jolly and become fixed-up devotees at young age. And small children, they learn better these things from their mother and women in general. So I thing that some mothers of our children should go to Dallas and take charge of teaching the children, especially how to play nicely the pastimes of young Krishna. If you ask one child to be a tree, he will immediately hold out his arms "Just see I am a tree." If you ask him to be a cow he will walk on his hands and knees immediately and you can hit him with a stick and say "hut, hut." And if they will not take prasadam you can say "Now you are a cow and you must eat the grass" and immediately they will stand on hands and legs and eat prasadam like cow eating grass. So in this way our children in Dallas school should be trained because I want that a new generation of devotees shall carry on this great mission successfully.

Now go on with our program and try to increase your attraction of Krsna Consciousness movement to the public and recruit local men more and more to become fixed up devotees of Krsna.
Letter to Nityananda -- Los Angeles 29 September, 1972:

I am very happy to hear that the temple is improving more and more under your expert guidance. Now go on with our program and try to increase your attraction of Krsna Consciousness movement to the public and recruit local men more and more to become fixed up devotees of Krsna.

One strong man, if he is very much fixed-up devotee, he can manage everything nicely, even in huge temple with many students.
Letter to Cyavana -- Bombay 29 December, 1972:

One thing is, if both yourself and Brahmananda, the two strong leaders there, are always gone from the temple, who is managing in your absence? That is to be considered. One strong man, if he is very much fixed-up devotee, he can manage everything nicely, even in huge temple with many students. The problem is not the facility itself, rather the ability of the manager there. So immediately get one first-class man to agree to stick to the Nairobi temple and develop it fully, that will be the best solution.

I have studied your situation carefully and I encourage you to live in the temple in the association of fixed up devotees who are following my teachings strictly. If your husband cannot follow our principles properly, you are not to think that you should let that hamper your spiritual life. You should stay with us and cultivate spiritual life peacefully under Krishna's protection and care. If he is not interested in spiritual life, let him do as he pleases. I have given all of my disciple instructions to follow for making spiritual advancement, but if they do not have the desire to follow, then what can I do? Anyone who is unwilling to follow our regulated principles, you should not live or associate closely with such a person.
