Devotional service is dynamic activity, and the expert devotees can find out competent means to inject it into the dull brains of the materialistic population.
SB 1.5.16, Purport:

Śrīmad-Bhāgavatam is the topmost theological science, and therefore it can react on the laymen as medicinal doses. Because it contains the transcendental activities of the Lord, there is no difference between the Lord and the literature. The literature is the factual literary incarnation of the Lord. So the laymen can hear the narration of the activities of the Lord. Thereby they are able to associate with the Lord and thus gradually become purified from material diseases. The expert devotees also can discover novel ways and means to convert the nondevotees in terms of particular time and circumstance. Devotional service is dynamic activity, and the expert devotees can find out competent means to inject it into the dull brains of the materialistic population. Such transcendental activities of the devotees for the service of the Lord can bring a new order of life to the foolish society of materialistic men. Lord Śrī Caitanya Mahāprabhu and His subsequent followers exhibited expert dexterity in this connection. By following the same method, one can bring the materialistic men of this age of quarrel into order for peaceful life and transcendental realization.

SB Canto 10.1 to 10.13

The less intelligent regard them as mythological because a dull brain cannot understand them.
SB 10.7.6, Purport:

Kṛṣṇa wanted to draw the attention of His mother, but while doing so He created a great havoc not understandable by ordinary persons. These narrations are wonderfully enjoyable, and those who are fortunate are struck with wonder upon hearing of these extraordinary activities of the Lord. Although the less intelligent regard them as mythological because a dull brain cannot understand them, they are real facts. These narrations are actually so enjoyable and enlightening that Mahārāja Parīkṣit and Śukadeva Gosvāmī took pleasure in them, and other liberated persons, following in their footsteps, become fully jubilant by hearing about the wonderful activities of the Lord.

The sun is never divided, nor does it merge into its reflection. Only those with dull brains would consider the sun in this way.
SB 11.7.51, Translation:

Even when reflected in various objects, the sun is never divided, nor does it merge into its reflection. Only those with dull brains would consider the sun in this way. Similarly, although the soul is reflected through different material bodies, the soul remains undivided and nonmaterial.

Those who are animal killers, their brain is dull as stone. They cannot understand any thing. Therefore meat-eating should be stopped.

Prabhupāda:Like Cārvāka Muni, he was atheist, he did not believe. Lord Buddha also said like that, but He cheated. He knew everything because He is incarnation of God. But He had to cheat the people in that way because they are not intelligent enough. Why not intelligent? Because they were killers of animals, they lost their intelligence. Keśava dhṛta-buddha-śarīra jaya jagadīśa hare. Those who are animal killers, their brain is dull as stone. They cannot understand any thing. Therefore meat-eating should be stopped. In order to revive the finer tissues of the brain to understand subtle things, one must give up meat-eating. Vinā paśughnāt (SB 10.1.4). It is the statement of the King... What is it?

Devotee: Yudhiṣṭhira.

Prabhupāda: Not Yudhiṣṭhira.

Devotee: Parīkṣit, Parīkṣit Mahārāja.

Prabhupāda: Parīkṣit Mahārāja. He said that God consciousness, Kṛṣṇa consciousness, cannot be understood by the animal killer. Vinā paśughnāt (SB 10.1.4). Nivṛtta-tarṣair upagīyamānāt. You'll find those who are animal killers, the so-called Christians and Mohammedans, they cannot understand. They (are) simply fanatics. Cannot understand what is soul, what is God. They have got some theories and they are thinking we are religionists. What is sin, what is pious activities, these things are not understood by them because they are animal killers. It is not possible. Therefore Lord Buddha propagated ahiṁsā. Ahiṁsā. Because he saw the whole human race is going to hell by this animal killing. "Let me stop them so that they may, in future, they may become sober."

How long you shall remain American and Australian? That question does not come to the dull brain because he does not know that he is eternal.
Lecture on BG 3.27 -- Melbourne, June 27, 1974:

But how long you shall remain American and Australian? That question does not come to the dull brain because he does not know that he is eternal. And this is temporary dress. I... Somehow or other, I wanted this, and prakṛti, nature, has given me. But nature has not given me the right to remain as American, Australian, Indian, no. That is not possible. You wanted; you enjoyed this life for a certain time, and then again you create your desire." Now I am very powerful, very happy.

That requires brahminical culture, not the dull brain of śūdras and caṇḍālas.
Lecture on BG 4.13 -- Bombay, April 2, 1974:

"Now it is your opportunity to inquire about jīvasya tattva-jijñāsā." These are the instruction in the Vedic literature. Tattva-jijñāsā. The human life is only meant for tattva-jijñāsā, to understand the Absolute Truth. That requires brahminical culture, not the dull brain of śūdras and caṇḍālas. They cannot understand. Therefore there must be an institution to educate a brāhmaṇa, to educate kṣatriya. That is required. Cātur-varṇyaṁ mayā sṛṣṭam (BG 4.13). If you don't do it, if you simply produce śūdras, bolt, nut manufacturers, technicians, then how you can be happy?

Because we are dull brain... There is no education actually.
Lecture on BG 9.1 -- Melbourne, April 19, 1976:

Na hanyate hanyamāne śarīre (BG 2.20). Because we are dull brain... There is no education actually. The modern education means simply a craftsmanship. If you can prepare a nice motor car, oh, that is advancement of the... And what is this? This is craftsmanship. It is the blacksmith's work. It is not knowledge. Knowledge is different. Therefore it is called jñānaṁ vijñāna-sahitam. This is knowledge,"What I am? I am this body or something else? Why I am suffering? If there is any remedy? I do not wish to die, neither I am subjected to death." Nityaḥ śāśvato 'yaṁ na hanyate han... This is knowledge.

Their brain does not provide provision to think of all these things, a dull brain.

Less intelligent persons, they become asuras because they cannot calculate. They cannot think of. Their brain does not provide provision to think of all these things, a dull brain.

But even one is dull brained, you can teach him by education how to manufacture this microphone.

Everyone is intelligent. That I have already explained. Everyone has got brain and intelligence, but he has to use it properly. That is wanted. That is education. In Bengal, sometimes they say a dull-brained man, "Oh, you have got cow dung within your brain. You have no brain substance."
Lecture on SB 1.2.6 -- Montreal, August 3, 1968:

Similarly, Lord Caitanya, wherever He went, that was... Sāṅgopāṅgāstra-pārṣadam: "always followed by many associates." These are the symptoms. And how to worship that Supreme Personality of Godhead, Kṛṣṇa, in this age? Yajñaiḥ saṅkīrtana-prāyair yajanti hi su-medhasaḥ: (SB 11.5.32) "This form of the Personality of Godhead is worshiped by the intelligent class of men." Su-medhasaḥ. Su means very good, and medhasaḥ means brain, brain substance. One who has got very good brain substance, they will understand this saṅkīrtana movement nicely. Just like in our India, especially in Bengal, sometimes they say a dull-brained man, "Oh, you have got cow dung within your brain. You have no brain substance." Actually a man becomes intelligent by the greater amount of brain substance. It is a psychological fact.

You have to confirm by your brain. If you have got dull brain, then how you can study?
Lecture on SB 1.2.32 -- Vrndavana, November 11, 1972:

The Pacific Ocean may be very, very big, but still, he cannot disobey the order of the Supreme. Mayādhyakṣeṇa prakṛtiḥ sūyate sa-carācaram (BG 9.10). This is understanding of Kṛṣṇa. Kṛṣṇa consciousness means you have to study everything, how things are going on. And this is stated. You have to simply think, "Yes." You have to confirm by your brain. If you have got dull brain, then how you can study? Kṛṣṇa says in the Bhagavad-gītā that mayādhyakṣeṇa prakṛtiḥ sūyate sa-carācaram. The prakṛti, the material nature, is working under His direction.

If you get milk products, milk, then you can prepare so many preparations full of vitamins, which will nourish your brain. Dull brain cannot understand what is spiritual knowledge.
Lecture on SB 1.16.19 -- Hawaii, January 15, 1974:

This is very essential to keep cows very comfortably. If they feel comfortable, then you get the most nourishing food, milk. We are practically seeing in our New Vrindaban center, because the cow are feeling secure in our custody, they're delivering milk up to the eighty pounds daily. You'll be surprised. So if you get milk products, milk, then you can prepare so many preparations full of vitamins, which will nourish your brain. Dull brain cannot understand what is spiritual knowledge. Therefore, that Mr. Bernard Shaw, he wrote a book. Perhaps you know it. You Are What You Eat. If you keep your brain dull, then how you can understand? Because without becoming very intelligent man, one cannot understand Kṛṣṇa consciousness. That is stated in the Caitanya-caritāmṛta, kṛṣṇa yei bhaje sei baḍa catura: "One who takes to Kṛṣṇa consciousness seriously and perfectly, he must be very, very intelligent." Dull brain cannot accept it. Bahūnāṁ janmanām ante jñānavān māṁ prapadyate (BG 7.19). So we have to make our brain very clean. And for that purpose you require to drink not very much, at least, one pound or half-pound milk daily.

We see so many varieties of people, men, in the society, and what is the difference of variety? One has got good brain, another has got dull brain.

And we see so many varieties of people, men, in the society, and what is the difference of variety? One has got good brain, another has got dull brain. That is the variety. So if you want good brain... Good brain means how to get relief from all the troubles of material existence. That is good brain. And bad brain means to become implicated more and more. They do not know... Because they have got bad brain, they do not know how spirit soul is transmigrating from one body to another, how he is becoming entangled.

Everything you'll understand, provided you have got the brain. If you have got a dull brain, filled up with cow dung, that is another thing.

So if you study Śrīmad-Bhāgavatam, you'll be able to understand the whole material position and how you are situated in that material position, how to get out of it. Everything you'll understand, provided you have got the brain. If you have got a dull brain, filled up with cow dung, that is another thing. If there is brain substance, then you'll be able. Tad bhavaty alpa-medhasām. Alpa-medhasām and su-medhasām, they are two words in the Vedic language. Medhā means brain substance. So one who has got su-medhā, nice brain substance, they will understand something. And one who has got no brain substance but cow dung, they will understand something else. So we are selecting, or even if he is filled up with cow dung, by this Kṛṣṇa consciousness education, we can make him su-medhā, fine brain. That is the Kṛṣṇa consciousness movement.

Although Kṛṣṇa is practically showing them that it is not māyā, it is completely spiritual, but their dull brain cannot accommodate that Kṛṣṇa is Supreme Absolute Truth.
Lecture on SB 2.3.20 -- Los Angeles, June 16, 1972:

Activities are there. Kṛṣṇa is coming, showing His activities. But they will say, "It is māyā. Kṛṣṇa is māyā." Although Kṛṣṇa is practically showing them that it is not māyā, it is completely spiritual, but their dull brain cannot accommodate that Kṛṣṇa is Supreme Absolute Truth. Therefore the so-called scholars, when Kṛṣṇa says, man-manā bhava mad-bhakto mad-yājī māṁ namaskuru (BG 18.65)—Kṛṣṇa says, "Just become My devotee, offer your obeisances unto Me, always think of Me," man-manā bhava mad-bhaktaḥ—the scholar, the so-called scholar, says, "This is not to Kṛṣṇa the person. It is to the unborn which is within Him." The rascal does not know that Kṛṣṇa has no within-without. Kṛṣṇa is absolute.

They have no brain that this material body is kleśada, is simply miserable. So dull brain. That is tamo-guṇa.

They have no brain that this material body is kleśada, is simply miserable. So dull brain. That is tamo-guṇa. Tamo-guṇa means completely darkness. Just like animals. You take one animal, you cut its throat. Another animal is standing and eating grass. He does not know "The next time, next term is mine." This is animal life.

Bhagavad-gītā says, that "Why you should die?" But they are so dull brain, they say, "Let us die."

Our actual position is not to die, but we are dying. But we are so foolish, we do not take care of it. "Let us die. Let us die." But śāstra says, Kṛṣṇa says, Bhagavad-gītā says, that "Why you should die?" But they are so dull brain, they say, "Let us die. What is that?" Kṛṣṇa says, janma-mṛtyu. Kṛṣṇa has picked up... Their whole life is miserable condition, tri-tāpa-yatana, adhyātmika, adhibhautika, adhidaivika, but we are so foolish, we have accepted this miserable condition of life as customary. So they have become accustomed.

Americans, they are also chanting. Why not ourselves? It is our property.' " But unfortunately, so much dull brain.

These boys, these American boys, they have come to help me—not that they are hungry, they have come here. No. My mission is that "You American, your, you chant Hare Kṛṣṇa so that India, people of India will see, 'Oh, Americans, they are also chanting. Why not ourselves? It is our property.' " But unfortunately, so much dull brain. But that is not coming. But still, we have to do it. We have to tolerate and we have to become kāruṇikāḥ.

These things do not strike even their dull brain, that "If ātmā... I am ātmā. I am the soul. I do not die even after the annihilation of this body.

These things do not strike even their dull brain, that "If ātmā... I am ātmā. I am the soul. I do not die even after the annihilation of this body. But that means I will have to accept another body. But is this very good job? Why not seek after our original position, when there is no more change of body?" This question does not arise even. But it is very easy. For that reason, Bhagavad-gītā is there. Everyone can avoid this birth and death. That is the business of human life, how to stop... Jarā-maraṇa-mokṣāya. Vīta-rāga-bhaya-krodhaḥ (BG 2.56). Everything is there. This is the aim of life.

Those who are busy with bolts and nuts, how this dull brain, they can manufacture such things?

But so far we can see, those who are busy with bolts and nuts, how this dull brain, they can manufacture such things? That is not possible. It requires another brain. The yogīs can go, the yogīs can go. Just like Durvāsā Muni. He went to Vaikuṇṭha-loka, and he saw personally Lord Viṣṇu in the Vaikuṇṭha-loka for being excused because His disk was after him to kill. He insulted a vaisnava. That is another story, so in this way actually human life is meant for that purpose to understand God and His potencies and to revive our old relationship with Him. That is the main business. But unfortunately, they are being engaged in factories, in other work, to work like hogs and dogs, and their whole energy is being spoiled.

Even if you do not understand, your dull brain, but we have to accept the words of Kṛṣṇa.

How you can say there is no next life? The child has got next life: a boy. The boy has got next life: a young man. And the young man has next life, to become old man. Similarly, the old man has got next life. It is very common logic. And it is spoken by Kṛṣṇa, the supreme authority. Even if you do not understand, your dull brain, but we have to accept the words of Kṛṣṇa. That is the critical point. If we take Kṛṣṇa's instruction, everything will be solved. There will be no problem.

"Within this body, the soul is there." "No, no. I don't believe." Dull brain cannot understand.

In the beginning the Bhagavad-gītā says, Kṛṣṇa says, that asmin dehe, "Within this body, the soul is there." "No, no. I don't believe." Dull brain cannot understand. But after death, he sees, "Yes. The body's not my son. The body's not my husband." So that is foolishness. The foolish person understands late, and the intelligent person understands very quickly. That is the difference.

But there must be, because you are in the material world. However big, big skyscraper building you may have, you have to suffer. But these dull brain cannot understand, because madmen.

So this dull brain has to be cured. All rascals, mūḍha. It is a fact. Na māṁ duṣkṛtino mūḍhāḥ prapadyante narādhamāḥ (BG 7.15). Duṣkṛtina means simply unnecessary wasting time adjusting things materially. This is miscreants. They do not know that "For one type of advantage, I have to create hundred times disadvantage." This is the fact. We are coming from New Vrindaban. They are living very comfortably in open space. There is no such disturbance, twenty-four hours,

But this dull brain cannot understand that there is a life of eternity, blissful knowledge.

Sad-dharma means eternal life. Dharma means occupational duty. Here we are engaged in temporary occupational duty. That this dull brain cannot understand. Now I have got Indian body or American body, I am engaged in American consciousness, but as soon as the body is changed, I get the dog's body, then dog's consciousness. Whole thing changed. So therefore it is temporary. This consciousness is temporary, say for fifty years or a hundred years utmost. But this dull brain cannot understand that there is a life of eternity, blissful knowledge.

We are loitering throughout the whole universe. This is conditional stage of our materialistic life, and we are simply suffering. People are kept into ignorance without knowing the aim of life, how we are suffering in this materialistic way of life. They are so dull-brained that Kṛṣṇa says personally that here the real problem is janma-mṛtyu-jarā-vyādhi duḥkha-doṣānudarśanam (BG 13.9). You are simply busy with some petty problems. And they are not problems. Real problem is janma-mṛtyu-jarā-vyādhi. Why...? We are eternal living entities. Why we should be subjected to birth, death, old age and disease repeatedly? This is real problem.

Because we are now dull brain. Anyone who is not Kṛṣṇa conscious, he is described as rascal.
Sunday Feast Lecture -- London, July 25, 1976:

Indian man: (indistinct) ...praising anyone that can perform even, praying to Kṛṣṇa consciousness. So the fundamental is the four things. Please explain.

Devotee: He's talking about the four principles which are compulsory to Kṛṣṇa consciousness.

Prabhupāda: Yes, because we are now dull brain. Anyone who is not Kṛṣṇa conscious, he is described as rascal.

na māṁ duṣkṛtino mūḍhāḥ
prapadyante narādhamāḥ
māyayāpahṛta-jñānā
āsuriṁ bhāvam āśritāḥ
(BG 7.15)

This is Kṛṣṇa's words, that anyone who is not Kṛṣṇa conscious, he must be in one of these groups. What are the groups? Duṣkṛtinaḥ-meritorious sinful person. A person is merit. He has got merit. Just like a thief, a rogue, a cheater. He has got merit undoubtedly. Without being meritorious, they cannot be expert thief or expert rogue or expert politician. (laughter) So they have got merit, but duṣkṛtinaḥ. Kṛti means merit, and duṣ means abominable. Merit is being used for bad purposes or sinful purposes. They are called duṣkṛtinaḥ. This is one group. Another group-mūḍha. Mūḍha means fools, rascals, or children, those who have no knowledge or one who does not know what is the purpose of life. They are called mūḍhas. And another group is called narādhamāḥ. Naradhāma means the lowest of the mankind. The highest of the mankind is one who is Kṛṣṇa conscious, and the lowest, one who does not know what is Kṛṣṇa consciousness, the lowest of the mankind. This human life, human form of life was given to him by laws of nature to understand Kṛṣṇa, or God, but he's not using it. Misusing it. They are called narādhama. And then, next group is māyayāpahṛta jñāna. You can say, "There are so many learned persons. They are not Kṛṣṇa conscious. They are after drinking and eating meat and... They are education." So then, He says that "They are educated. They have so-called educated, but their real knowledge is taken away." Just like one is rich man, but his money is taken away. So these four groups.

In order to make the dull brain suitable for understanding Kṛṣṇa, these four principles of austerities is the first need: no illicit sex, no meat-eating, no gambling, no intoxication.

Prabhupāda: In the Bhagavad-gītā, bahūnāṁ janmanām ante (BG 7.19). Bahūnāṁ janmanaṁ ante means the consciousness is being continued but the body is changing. Mr. Khanvar: Many people don't know about temple. Many people are not aware of the temple.

Prabhupāda: Well, these are..., so many people came on that day. At least, they know. They have no interest. That is the thing. That this life is meant for perfection in self-realization or Kṛṣṇa consciousness, their dull brain does not allow to understand this fact. Therefore I was explaining last night, su-medhasaḥ good brain substance. So people are becoming dull, and talking all nonsense. They are interested with so many nonsense things.

So dull brain. And they're advanced in civilization, big, big professor, big, big Indologist, this logic. The simple reason they cannot understand.

Puṣṭa-kṛṣṇa: So if they have information that this is not the only life, then won't they automatically become more austere?

Prabhupāda: Yes. (indistinct) consider what kind of life I'm going to get. (indistinct) They have made their own rascal philosophy that there is no life after death. Although they're experiencing that I am changing my body in this duration of life. I know that I have a child's body, child's body. That body's finished. Still I'm existing. So why I shall not exist after this body's finished? Where is the logic? Where is the... The simple logic they cannot understand. So dull brain. And they're advanced in civilization, big, big professor, big, big Indologist, this logic. The simple reason they cannot understand.

The first prohibition is stop this animal killing. Otherwise, this dull brain will not be able to understand.

Prabhupāda: That is stated in the Śrīmad-Bhāgavatam, that "One who is killer of animal, he cannot understand the spiritual science." Vinā paśughnāt (SB 10.1.4). This is the statement. Paśughna means the animal killer. Therefore the first prohibition is stop this animal killing. Otherwise, this dull brain will not be able to understand. They are not fit for understanding. Mūḍha, mūḍha. Na māṁ duṣkṛtino mūḍhāḥ (BG 7.15). Duṣkṛtina means always engaged in sinful activities. They have got brain but their brain is being utilized only for sinful activities, they are called duṣkṛtina.

All of them will think, "Oh, I am safe. He is being taken. That's all." This is their dull brain, the modern animals.
Morning Walk -- June 7, 1975, Honolulu:

Bali-mardana: ...reads about the different hells he'll become scared. (break)

Prabhupāda: ...animals. The animals... You keep the animals here, and take one of them, slaughter—they will think, "I am safe." This is animal. All of them will think, "Oh, I am safe. He is being taken. That's all." This is their dull brain, the modern animals. (break)...dvī-pada-paśuḥ. These two-legged animals, they will think like that.

I am making so nice plan, but at any moment I'll be kicked out. So where is my freedom? Dull brain does not think of it.
Morning Walk -- September 29, 1975, Ahmedabad:

Prabhupāda: Yes. Therefore Kṛṣṇa has imposed death, that "You may make your plan as free man, but you'll not be allowed to stay. I'll kick you out." These poor men, they did not think of it, that "I am making so nice plan, but at any moment I'll be kicked out. So where is my freedom?" Dull brain does not think of it. A prisoner, if he thinks that he is free to act, is it not foolishness? A prisoner, in prison, and if he thinks that he is free to act, is it not foolishness?

Morning Walk -- May 28, 1976, Honolulu:

Devotee (1): The atheists fear that they've put the necessity on the wrong object.

Prabhupāda: That means they're rascals. If there is no necessity, that means dull life, dull brain. The madman will think there is no necessity of clothing: "I can remain naked." And actually remains. He's a madman. And a sensible man, he requires dress, nice dress, first-class dress. So this is the difference between intelligent and dull. Dull has no necessity. Intelligent has necessity.

How you can understand the subtle laws of God? You have dull brain, with cow dung.

Rādhāvallabha: So they are just getting a particular body just due to Yamarāja.

Prabhupāda: Yes, according to the decision of the Yamarāja, he has to get a particular type of body.

Prabhupāda: Confusing must be. How you can understand the subtle laws of God? You have dull brain, with cow dung.

Everyone can understand it. It is very simple thing. But the modern education has made them so dull brain, they cannot understand, neither do they try to understand.

Prabhupāda: We cannot get many followers. Because everyone is under this impression, "I am this body." And to get him released from this conception is not so easy job. Prabhupāda: Yes, many. Many educated. They are coming, trying to understand. But it requires little brain. So-called educated with dull brain cannot understand. So to make their brain finer to understand, we are prohibiting four things: no illicit sex, no meat-eating, no intoxication, no gambling. If one refrains from these four prohibited things, then he can develop his brain to understand. And if one indulges in these four things, his brain will never be able to understand. Just like a dog having sexual intercourse on the street, so if I request the dog that "Don't do this, it is not very good," he'll never understand.

So dull brain. It will take five hundred years to teach them this very simple fact.

Prabhupāda: Just like if you contaminate some disease, germ, then you must suffer from that disease. This is the mystery of birth. Kāraṇaṁ guṇa-saṅgo 'sya sad-asad-yoni-janmasu. Prabhupāda: Unless one is intelligent class, belonging to the in..., he cannot understand. So we don't expect that everyone is intelligent. Kṛṣṇa ye bhaja se baḍa catura. Unless one is very intelligent, he cannot become Kṛṣṇa conscious, because it is a different subject matter. People are engrossed with the bodily concept of life. It is beyond that. That is not possible. Therefore to spiritualize the brain, the senses, requires a process.

Prabhupāda: So in our Back to Godhead these things should be demonstrated, not that imitating that tech position, like this. These things should be... If you have got intelligence, this description what I am giving you, that should be explained. This nonsense should be stopped. That means we are imitating them. Explain this, how, yantrārūḍhāni māyayā (BG 18.61), how this machine is being made by māyā. Then we shall give them brain. So be intelligent and try to give them brain. And if you remain dull-brained like that, then you'll say, "Yes, yes, you are right." You are not right. Every step we shall... "You are not right. You are wrong. You have no brain." That should be our idea.

So that missing element is important or this body is important? These rascals cannot understand even, so dull brain.
