The demigods, or controlling deities, are entrusted with departmental management of all the different functions of the material world.

SB 3.10.17, Purport: The demigods in the higher planets are called devas because they are all devotees of Lord Viṣṇu. Viṣṇu-bhaktaḥ smṛto daiva āsuras tad-viparyayaḥ: all the devotees of Lord Viṣṇu are devas, or demigods, whereas all others are asuras. That is the division of the devas and the asuras. Devas are situated in the mode of goodness of material nature, whereas the asuras are situated in the modes of passion or ignorance. The demigods, or controlling deities, are entrusted with departmental management of all the different functions of the material world. For example, one of our sense organs, the eye, is controlled by light, light is distributed by the sun rays, and their controlling deity is the sun. Similarly, mind is controlled by the moon. All other senses, both for working and for acquiring knowledge, are controlled by the different demigods. The demigods are assistants of the Lord in the management of material affairs.

Undoubtedly there are many controllers in the departmental management of this universe, but the supreme controller is Kṛṣṇa.

SB 3.29.44, Purport: Just as the government has many different departments, so, within this material world, the government of the Supreme Lord has many departments, and all these departments function in proper order out of fear of the Supreme Personality of Godhead. Demigods are undoubtedly controlling all matter, animate and inanimate, within the universe, but above them the supreme controller is the Personality of Godhead. Therefore in the Brahma-saṁhitā it is said, īśvaraḥ paramaḥ kṛṣṇaḥ [Bs. 5.1]. Undoubtedly there are many controllers in the departmental management of this universe, but the supreme controller is Kṛṣṇa.

As in government offices or state, there are so many departmental management, similarly in God's government there must be so many directors, so many officers. They are called demigods.

Lecture on SB 1.8.21 -- Mayapura, October 1, 1974: Because the main business is to satisfy Kṛṣṇa. Ataḥ pumbhir dvija-śreṣṭhā varṇāśrama-vibhāgaśaḥ. Varṇāśrama. There are four varṇas and four āśramas: brāhmaṇa, kṣatriya, vaiśya, śūdra, brahmacārī, gṛhastha, vānaprastha, and sannyāsī. So these are the scientific divisions of civilized society. Unless there are these divisions, it is a chaotic condition; it is not very satisfactory. That is happening. Nowadays, there is no scientific division of the human society. Therefore there are so many chaotic conditions. So actual human civilization begins when we accept these eight departmental management of the society. That is human society. Otherwise it is animal society. So... So according to Vedic civilization, every department, division, has got a particular duty.

1975 Conversations and Morning Walks

Just like in the jail there are different departmental management, similarly, this management is required because you are in the jail.

That is your business, say that "If we all become liberated, how this world will go on?" They say like that, as if it is very necessary.

There should be no misunderstanding on this point. It is departmental management only. The government has so many departments. One department pays another so there is no question of misunderstanding because you are all working for Krishna.

Letter to Himavati -- Los Angeles 24 January, 1969: So far as the money which is owed to New York temple, I never suggested that you should send deity clothing for payment. But if Montreal owes $500 to New York then it must be payed, if not at a time, then gradually. That is your mutual account. If you actually owe some money to New York then you must try to pay it. If you are unable to pay, then I shall ask Brahmananda to square up the account, or if need be, I shall pay it from my book fund for you. So don't worry about it. There should be no misunderstanding on this point. It is departmental management only. The government has so many departments. In any case, the $500, if Montreal temple is unable to pay, then I shall ask Brahmananda to square it up, or if need be, I shall pay it. Regarding your questions about the examinations to be given, the girls will also be able to take these. In Krishna Consciousness there is no distinction between girls and boys. The girls also may become preachers if they are able.

Regarding your fraternal quarrel, these departmental management sometimes creates such trouble. When I was in New York in the beginning of our activities there was no departmental management.

When I was in New York in the beginning of our activities there was no departmental management. The account was very clearly kept by Gargamuni, corroborated by regular vouchers. That is the true system of keeping accounts. Now whatever is done is done. I am glad to know that Subala is making good show of business and responsibility, and he is supposed to keep quite accurate accounts of bookkeeping.
