Materialistic persons take to religious principles as a social decoration. They admit themselves into some cultural institution for the sake of name only, especially in this age.
SB 3.32.40, Purport:

Persons who are always planning to do harm to other living entities are not eligible to understand Kṛṣṇa consciousness and cannot enter into the realm of transcendental loving service to the Lord. Also, there are so-called disciples who become submissive to a spiritual master most artificially, with an ulterior motive. They also cannot understand what Kṛṣṇa consciousness or devotional service is. Persons who, due to being initiated by another sect of religious faith, do not find devotional service as the common platform for approaching the Supreme Personality of Godhead, also cannot understand Kṛṣṇa consciousness. We have experience that some students come to join us, but because of being biased in some particular type of faith, they leave our camp and become lost in the wilderness. Actually, Kṛṣṇa consciousness is not a sectarian religious faith; it is a teaching process for understanding the Supreme Lord and our relationship with Him. Anyone can join this movement without prejudice, but unfortunately there are persons who feel differently. It is better, therefore, not to instruct the science of Kṛṣṇa consciousness to such persons.

Generally, materialistic persons are after some name, fame and material gain, so if someone takes to Kṛṣṇa consciousness for these reasons, he will never be able to understand this philosophy. Such persons take to religious principles as a social decoration. They admit themselves into some cultural institution for the sake of name only, especially in this age. Such persons also cannot understand the philosophy of Kṛṣṇa consciousness. Even if one is not greedy for material possessions but is too attached to family life, he also cannot understand Kṛṣṇa consciousness. Superficially, such persons are not very greedy for material possessions, but they are too attached to wife, children and family improvement. When a person is not contaminated by the above-mentioned faults yet at the ultimate issue is not interested in the service of the Supreme Personality of Godhead, or if he is a nondevotee, he also cannot understand the philosophy of Kṛṣṇa consciousness.

You must make a cultural institution where people may take education how to remember Nārāyaṇa at the time of death.
Lecture on SB 2.1.6 -- Paris, June 14, 1974:

If you use your intelligence for the simply material activities, then you are not intelligent. You are a fool.

That is described here. Janma-lābhaḥ paraḥ puṁsām. You must make a cultural institution where people may take education how to remember Nārāyaṇa at the time of death. That is required. Otherwise useless. What is the value? You waste your so much time to construct a very nice house, but at the time of death, you could not remember Nārāyaṇa. You remember your very nice friend, dog. Then what is the value? What is the value?

It is a cultural institution. Don't take as a religious. Religious is a kind of faith. You may accept that faith or not. That is your discretion. But Kṛṣṇa consciousness is not a kind of faith. It is an cultural institution.
Lecture on SB 6.1.1 -- Melbourne, May 21, 1975:

We are making this temple commodious so that people may come here and live and learn the art, but if you do not live, there is risk. Because saṅgāt sañjāyate kāmaḥ. If you live in certain association, drunkard association, then you will learn gradually how to drink. And if you live with the association of the devotees, then you will forget drinking. You will become devotee. So we are opening these centers, giving chance everyone. There is no discrimination. It is not a religious system. It is a cultural institution. Don't take as a religious. Religious is a kind of faith. You may accept that faith or not. That is your discretion. But Kṛṣṇa consciousness is not a kind of faith. It is an cultural institution. If you, actually, you are serious that "I must stop these inconveniences of birth, death, and old age," then you must join this Kṛṣṇa consciousness movement. That is my request. That is called nivṛtti-mārga. And gradually, you will be elevated to the topmost position, that you have no more attraction for these material things. That is possible. It is not that impossible. Simply one has got to follow the process.

I mean to say, cultural institution is called varṇāśrama, four varṇas and four āśramas: brāhmaṇa, kṣatri, vaiśya, śūdra—these four varṇas—and brahmacārī, gṛhastha, vānaprastha, and sannyāsa.
Conversation with Prof. Kotovsky -- June 22, 1971, Moscow:

Prabhupāda: I mean to say, cultural institution is called varṇāśrama, four varṇas and four āśramas: brāhmaṇa, kṣatri, vaiśya, śūdra—these four varṇas—and brahmacārī, gṛhastha, vānaprastha, and sannyāsa. So according to Vedic concept of life, unless people take to this system or institution, institute of varṇa and āśrama, four varṇas and four āśramas, actually he does not become a civilized human being. This... One has to take this process, four divisions of varṇas and four..., four divisions of social order and four divisions of spiritual order. That is called varṇāśrama. So India's culture is based on these four, eight system, varṇa and āśrama.

It is advised that brāhmaṇa may take the profession of a kṣatriya and up to the vaiśya. But if he takes the profession of a śūdra, then he is fallen. Then he is fallen. So this cultural institution should now be introduced.
Conversation with Governor -- April 20, 1975, Vrndavana:

Brahmānanda: I think the governor was asking about the varṇāśrama college.

Prabhupāda: Ah. Varnāśrama college, that training factual brāhmaṇa. And the government should be, as I explained to you, that if one is proclaiming himself as a brāhmaṇa, he must act as a brāhmaṇa. If one is proclaiming as a kṣatriya, he must act as a kṣatriya. Otherwise, there will be no restriction, and a śūdra will claim to be brāhmaṇa. That will create a disturbing situation. In Pṛthu Mahārāja's time it was strictly prohibited that... That is stated in Bhagavad-gītā, sva-dharme nidhanaṁ śreyaḥ para-dharmo bhayāvahaḥ. So if one is claiming to be brāhmaṇa he must be brāhmaṇa. That is another way of reforming the society. And nowadays everyone is a śūdra, and somebody is claiming, "I am brāhmaṇa," "I am kṣatriya," "I am this," "I am that." Formerly the brāhmaṇas (were) strictly following. They would not accept... In the śāstras it is said that the brāhmaṇa in bad time may become a kṣatriya. Just like Dronācārya. He was brāhmaṇa, but he became a kṣatriya for certain reason, and acting like kṣatriya, although he was respected as brāhmaṇa, but he was acting as a kṣatriya. So it is advised that brāhmaṇa may take the profession of a kṣatriya and up to the vaiśya. But if he takes the profession of a śūdra, then he is fallen. Then he is fallen. So this cultural institution should now be introduced. And the other countries, they are still respectful to the Indian culture. That's a fact. I have studied. So if we keep ourself in our, what he has mentioned, samsriti?

Brahmānanda: Bhāratīya samskriti.

Prabhupāda: Bhāratīya samskriti. It will be very respectfully accepted. Why should we imitate them? That is... Western civilization is not brahminical culture. There is no brahminical culture. And brahminical culture is needed. That is the head. That is the brain. And a little bit of this brahminical culture, because I am distributing and they are accepting it so nicely... So in our India, in a place like Vṛndāvana, Naimisaranya, like that, many people will come, if varṇāśrama college is established.

Letter to Ministry of Finance (India) -- New York 28 May, 1966:

Re: Release of Exchange for erecting a cultural Institution of Radha Krishna Temple in New York for preaching the cult of Krishna philosophy as revealed in the Srimad-Bhagavatam and Srimad Bhagavad-gita.

With reference to the above I beg to inform you that I am a Vaisnava Sannyasi in the line of Lord Sri Caitanya Mahaprabhu. In pursuance of the cult of Love of Krishna philosophy as propounded in the Srimad Bhagavad-gita, I have come to America to preach the cultural mission. My translation of the Srimad-Bhagavatam (published in three volumes first canto) is recognized by the Government of India both central and states education department. Here in America also my book is approved by the State Library of Congress Washington, the Public Library and many universities.

Since I have come to America in the last year (September 1965) I have traveled many parts of the country and some of the local papers have published articles on me and they have designated me as the Ambassador of Bhaktiyoga.

3. The Society is registered in each and every country as a religious and cultural institution under specific statutes. I am trying to get this institution registered in India also. So far, up to date, actually I am the only superior controller, but as the boys are getting experienced I shall very soon transfer the administration to them, simply keeping myself as an overseer guide. Because I am old man, so I am trying to maintain this standard of management uniformly with the assistance of my grown up students. But actually what we need is to render sincere service to the Lord because ultimately Krsna is the supreme manager. eko bahunam vidhadati kaman, "The Supreme One supplies all the necessities of all the living entities." Actually this is our constitution.

We are not a religious institution. We are presenting a cultural program, making men of good character. Therefore it is a cultural institution.
Letter to Citsukhananda -- Nairobi 12 October, 1971:

It is very good that you have registered the society. It is very important. Actually we are not a religious institution. We are presenting a cultural program, making men of good character. Therefore it is a cultural institution. We are also registered here in Nairobi as International Society for Krishna Consciousness, Ltd. Many people are becoming our life members also and we have collected over 30,000 shillings and are trying to find out land where to locate ourselves.

Letter to Bhavananda -- Bombay 29 December, 1972:

Tamala Krishna has informed me that you are inviting me to come there to Calcutta immediately after the Bombay Cross Maidan Pandal program is finished, so I shall come there as you desire. So you may kindly arrange the airplane tickets for four persons, namely myself and three secretaries, and we shall come there on 23rd morning of January 1973, provided that you mail us the tickets at your earliest. I want to stay until 1st February and then fly from Calcutta to Djakarta and Australia and other places, as Madhudvisa has invited me to come there during February month. So I shall be in Calcutta for nine days, that means I want to speak at nine different programs in various parts of Calcutta city. So you try to arrange some big big speaking programs in various places of the city, all of them being well-advertised and attended by respectable and sober men. Of course, we can talk to any class of men, but I want to speak especially to large numbers of the higher-class or respectable and sober class of men of Calcutta. I will speak in Bengali, Hindi, or English, whatever language is required. So you may arrange the programs immediately in the various places, such as the Bar Association, the Chamber of Commerce, the Stock Exchange, the Royal Asiatic Society, University Institute, Ramakrishna Cultural Institute, YMCA, Govinda Bhavan, Madan Mohan's Temple, Gaudiya Math, Jalan's Ramchandra Temple, like that. Or if there is any Mohammedan or Christian association, we are universal spiritual culture, we can speak to these people also. Or in the Bora Bazar, there is the Marwari Association, or in Bagh Bazar there is Navavrindaban. Also, there is some cultural institution of Birla in Ballyganj and other places. Or there are many halls like the Royal Theater, and other theatres, many temples also, there is the Royal Exchange, like that. So I am prepared to speak every night for nine nights while I am at Calcutta. Make big propaganda and let me inform the respectable men of my birthplace city what we are doing all over the world on behalf of Lord Caitanya Mahaprabhu, and let us see if they will respond for helping us push on this Krsna Consciousness movement more and more.

Letter to Giriraja -- Bhaktivedanta Manor 24 July, 1976:

This idea of Mr. Binbani's is very good; you should encourage him. You may say that the entire expense of this issue has been met by the Binani Trust. This will encourage the other trusts to also contribute. It is very nice that he wants to help the printing of literatures. The construction of the temple is going on, now let us have new publications. I am sending by separate registered post the Hindi translation of the Nectar of Devotion. You should print it. Our Bombay center is a general cultural institution for the education of scientific knowledge and spiritual life. I am trying to induce responsible men to fully retire from family life and take to Krsna consciousness.
