These children, according to strict Vedic principle, by practical psychology, they should be tested, "What is the tendency of this boy?" There can be four kinds of tendencies: brāhmaṇa, kṣatriya, vaiśya, śūdra. Some child is to become a brāhmaṇa, some child is to be become a kṣatriya, some child is to become a vaiśya, and the rest, śūdras.

Kṛṣṇa consciousness includes varieties of activities. They, in..., the press representatives they asked me, "Whether your students, do you take part in politics? Is it sanctioned?" Why not? Our Bhagavad-gītā is produced in battlefield, in battlefield. So why should I deride battle? No. When there is need for fighting, there must be fighting. This world is like that. Otherwise there is no need of fighting. But there is a class of men who will fight. Still it is existing. When there is fight, those who are meant for military purposes, they fight. Not the civilians go and fight. No. Similarly, in the society, there must be divisions. Not that everyone should be called, "Come on, you go to fight." Where is his training? That was not the system. First of all, cātur-varṇyaṁ mayā sṛṣṭam (BG 4.13). These children, according to strict Vedic principle, by practical psychology, they should be tested, "What is the tendency of this boy?" There can be four kinds of tendencies: brāhmaṇa, kṣatriya, vaiśya, śūdra. Some child is to become a brāhmaṇa, some child is to be become a kṣatriya, some child is to become a vaiśya, and the rest, śūdras. They do not... Śūdras does not require any training. Śūdra means no training. Ordinary worker class. Otherwise other three, especially two, namely the brāhmaṇas and kṣatriyas, they require very magnificent training. Because they will administer the whole affairs of the society.

So brāhmaṇas, they would give advice to the kṣatriyas, and kṣatriyas, according to their advice, would rule over the citizens. This was the system. Cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). Vibhāgaśaḥ, "by division of quality and work." A brāhmaṇa must be qualified and at the same time work as a brāhmaṇa. So we are training, especially, our students to become qualified brāhmaṇas. We cannot take up all other department. Similarly, others may take up the line of training... Military men... Others may take... There are training classes. Maybe mercantile firm, you can get your lessons. So there was organized method to train these mercantile men, administrator and brāhmaṇa.

Pañcarātriki-vidhi means although he is not born of a brāhmaṇa family, if he has got a little tendency to become a brāhmaṇa. Brāhmaṇa means brahma jānāti iti brāhmaṇaḥ. One who is inquisitive to understand Brahman—brahmeti paramātmeti bhagavān iti śabdyate—he should be given chance.
Lecture on SB 7.6.7 -- Vrndavana, December 9, 1975:

Vidhi-bhakti must be followed, regulative principle, by the injunction of the śāstra and the order of the spiritual master. Vidhi-bhakti. Kṛṣṇa Himself says, yaḥ śāstra-vidhim utsṛjya. Rūpa Gosvāmī has said also, śruti-smṛti-purāṇadi-pāñcarātriki-vidhiṁ vinā. Again, vidhi.

pañcarātriki-vidhiṁ vinā
aikāntikī harer bhaktir
utpātāyaiva kalpate
(Brs. 1.2.101)

If you do not follow the vidhi as they are given in the Vedas, śruti, and smṛti, as in the Bhagavad-gītā, śruti-smṛti-purāṇādi, and the Purāṇas, Padma Purāṇa, Brahma-vaivarta Purāṇa, Agni Purāṇa, Sattvika-Purāṇa... So śruti-smṛti-purāṇādi and pañcarātrika, Nārada-Pañcarātra.

sarvopādhi-vinirmuktaṁ
tat-paratvena nirmalam
hṛṣikena hṛṣīkeśa-
sevanaṁ bhaktir ucyate

This is Pañcarātrika. Our... In this age, Pañcarātriki-vidhi, not Vaidic. Vaidic is very very strict. Unless one is born by a brāhmaṇa father, he is not given the advantage of becoming a brāhmaṇa. That is Vaidic vidhi. But Pañcarātriki-vidhi means although he is not born of a brāhmaṇa family, if he has got a little tendency to become a brāhmaṇa. Brāhmaṇa means brahma jānāti iti brāhmaṇaḥ. One who is inquisitive to understand Brahman—brahmeti paramātmeti bhagavān iti śabdyate (SB 1.2.11)—he should be given chance. Just like there is a little fire. Fan it. Fanning, fanning, fanning, and it becomes a big fire. So our process is that. Anyone, we pick up anyone, kirāta-hūṇāndhra-pulinda-pulkaśā, what to speak of the śūdra. Striyaḥ śūdrās tathā vaiśyaḥ. In the ordinary way the stri, woman, śūdra, the fourth-grade man, and vaiśya, they are taken together, not very intelligent. But Pāñcarātriki-vidhi offers facility even persons who are lower than these striya, śūdra, vaiśya. Kirāta-hūṇāndhra-pulinda-pulkaśā ābhīra-śumbhā yavanāḥ khasādayaḥ, ye 'nye ca pāpā (SB 2.4.18). And less than that, ye 'nye ca pāpa yad-apāśrayāśrayāḥ... A devotee, a pure devotee of the Lord, and if these persons take shelter of a pure devotee of the Lord, then śudhyanti—they become purified by following the injunction of the spiritual master. He knows how to deal with them, how to elevate them to the brahminical position. So that is not artificial. Śāstra says, Bhāgavata says, "Yes. By such expert management these kirāta-hūṇāndhra, lower than the śūdras, śudhyanti..." Śudhyanti.

General Lectures

Not only in India, but also throughout the whole universe, in every country, in every nation, in every society, there must be some people who have brahminical tendency. Just like from your country, we have picked up some boys and girls who are inclined to adopt this way of life. So this Kṛṣṇa consciousness movement is simply picking up where there are.

Therefore in the Bhagavad-gītā it is said, cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). There are four classes of men created by God: cātur-varṇyaṁ. How they are divided? How the classification is made? Guṇa-karma-vibhāgaśaḥ: by classification of quality and work. Not by birth. In India, of course, this classification of guṇa-karma-vibhāgaśaḥ was originally planned from the Vedic age. But later on, a class of men, without any qualification, without any practical work, they claimed that "I belong to such and such class." Therefore India's falldown was inevitable. So Bhagavad-gītā says, "Not like that." Bhagavad-gītā says that these classes of men, cātur-varṇyaṁ—the brahminical class, the kṣatriya class, the vaiśya class, and the śūdra class—is everywhere. Not only in India, but also throughout the whole universe, in every country, in every nation, in every society, there must be some people who have brahminical tendency. Just like from your country, we have picked up some boys and girls who are inclined to adopt this way of life. So this Kṛṣṇa consciousness movement is simply picking up where there are brahminical class of boys, girls, men. Not that we are taking account, "Oh, who is your father? Is your father a brāhmaṇa?" No. We don't take account. His father may be anything; it doesn't matter. But if he has got tendency to accept this Kṛṣṇa consciousness, we immediately welcome: "Come on." And we teach him this brahminical qualification—to become brahmacārī, not to indulge in illicit sex life, don't take nonvegetarian diet. We recommend not exactly nonvegetarian diet. We are vegetarian diet, we restrict from nonvegetarian diet, but we recommend Kṛṣṇa prasādam.

Kali-yuga means actually there is no brāhmaṇa, but whenever there is a little tendency of becoming brāhmaṇa, we take it, accept. Otherwise there is no question of pushing on this movement.
Morning Walk -- June 23, 1975, Los Angeles:

Indian guest: ...these college courses and units, and I realize that to teach a religious course which is a Vedic culture first needs devotion, second needs knowledge. And I need both of them. I lack both of them. And this is... But still, I can support this kind of...

Prabhupāda: That I was explaining. Because you have a little desire to know, so that we have to take, a small fire, and we have to fan it. Then it will come, blazing fire. Kali-yuga means actually there is no brāhmaṇa, but whenever there is a little tendency of becoming brāhmaṇa, we take it, accept. Otherwise there is no question of pushing on this movement. Wherever there is little chance, we take advantage. That is our process. (break) Initiation means just to see, "Here is a little chance. He is coming forward. Take it, accept him, and fan it." This is initiation, not that "Now I am initiated, I become perfect."

Narada Muni says that these symptoms are not stereotyped or stagnant; they are flexible. A man may be born in the family of a Brahmana but he might have the tendency of a Ksatriya or Vaisya or Sudra. Similarly a man may be born in the family of a Sudra or Candala but he may have the tendencies for a Brahmana.
Letter to Janardana -- Los Angeles 16 January, 1970:

So these persons are all less than Sudras but Srimad-Bhagavatam says even they, under the guidance of a pure devotee, can also be raised up the the highest standard more than the Brahmanas. If somebody questions how it is possible, how the most degraded of the human society be more than a Brahmana that is also confirmed in Vedic language that it does not matter if one is born of low grade family or candalas, if he is a devotee of the Lord, he is first class man. There are other statements that a man after becoming a devotee becomes immediately qualified to execute sacrificial ceremonies. In this connection, Jiva Goswami has given his commentation that a person born even in a Brahmana family is dependent on the purificatory processes as accepting initiation and sacred thread, but a devotee without waiting for such recognition becomes fit to act as a Brahmana, and this is the statement of Narada Muni in this verse. This means as stated in the Bhagavad-gita there are different symptoms of different classes of men—just like a Brahmana is truthful, clean, self-controlled, equipoised, tolerant, simple, full of knowledge, theist, and so on. Similarly a Ksatriya has symptoms—a tendency for ruling over others, martial spirited, charitable, does not flee away from the battlefield and so on. Similarly, the symptoms of a Vaisya is his tendency to agriculture, trade, cow protection and banking. And the Sudra's tendency is to some way or other work anywhere and get some wages.

So Narada Muni says that these symptoms are not stereotyped or stagnant; they are flexible. A man may be born in the family of a Brahmana but he might have the tendency of a Ksatriya or Vaisya or Sudra. Similarly a man may be born in the family of a Sudra or Candala but he may have the tendencies for a Brahmana. Just like Ekalavya was born in a Candala family but he had the tendency of a Ksatriya. Similarly Visvamitra Muni was born in a family of Ksatriyas but his tendency was of becoming a Brahmana.

So Narada Muni says that men should be judged by his tendencies, not by his birth, and this is also confirmed in Bhagavad-gita by Lord Krishna that the four divisions of human society should be judged by the qualities in actual work. Therefore with reference to all Vedic Scriptures our members are all Brahmanas and therefore we offer them the sacred thread although they are born, according to Vedic culture, in the families of other than Brahmanas or even than the Sudras. But that does not mean they cannot be purified. Actually they are being trained in such a way, their hearts are being purified by chanting the Mahamantra.
