Adhama means the lowest.
BG 7.15, Purport:

Another class of duṣkṛtī, or miscreant, is called the narādhama, or the lowest of mankind. Nara means human being, and adhama means the lowest. Out of the 8,400,000 different species of living beings, there are 400,000 human species. Out of these there are numerous lower forms of human life that are mostly uncivilized. The civilized human beings are those who have regulative principles of social, political and religious life. Those who are socially and politically developed but who have no religious principles must be considered narādhamas. Nor is religion without God religion, because the purpose of following religious principles is to know the Supreme Truth and man's relation with Him. In the Gītā the Personality of Godhead clearly states that there is no authority above Him and that He is the Supreme Truth. The civilized form of human life is meant for man's reviving the lost consciousness of his eternal relation with the Supreme Truth, the Personality of Godhead Śrī Kṛṣṇa, who is all-powerful. Whoever loses this chance is classified as a narādhama.

Adhama means "Lord of all there is."
SB 3.18.3, Purport:

The demon addressed Him as surādhama. Sura means "the demigods," and adhama means "Lord of all there is." He is Lord of all the demigods; therefore He is the best of all demigods, or God. When the demon used the phrase "in my presence," the implied meaning was, "In spite of my presence, You are completely able to take away the earth." Na svasti yāsyasi: "unless You kindly take this earth from our custody, there can be no good fortune for us."

So similarly, there are actions, different actions. Some of them are duṣkārya and some of them are sukārya. Sukārya means when you act such action under the guidance of Kṛṣṇa. That is nice. And when you act under your whims, then that is miscreant. So miscreant and they act like human beings, mūḍha and narādhama. Narādhama means... Nara means human beings, and adhama means the lowest. Just like we accept some caṇḍāla as narādhama. Or... There are many low-grade people, but actually, a caṇḍāla is not a low-grade man. The man who does not take to Kṛṣṇa consciousness, he is supposed to be narādhama because he has got the chance.

Puruṣottama. Arjuna addressed Kṛṣṇa as Puruṣottama, uttama-puruṣa. There are three kinds of puruṣas. Puruṣa means the male, or the enjoyer. So uttama-puruṣa, madhyama-puruṣa, adhama-puruṣa. Adhama means the lowest. We are also puruṣa. At least, we have taken the position of puruṣa to enjoy this material world. But we are adhama-puruṣa. Adhama means the lowest. We cannot enjoy independently. We require so many favorable circumstances. Just like we cannot see without the sunrise.

And another class—mūḍha, rascal, without any knowledge. He cannot also surrender to Kṛṣṇa. Na māṁ duṣkṛtino mūḍhāḥ narādhamāḥ. And the lowest of the mankind. Why lowest of the mankind? Because this human body, this man's body, not the dog's body, cat's body, but the man's body, that is meant for understanding Kṛṣṇa. Athāto brahma jijñāsā. That is not meant for spoiling like cats and dogs, jumping from here and there. So therefore he's not taking the opportunity of understanding Kṛṣṇa. Therefore narādhama. Adhama. Adhama means the lowest. First-class man utilizes life for proper benefit. But one who cannot... They are called kṛpaṇa also. Miser.

Lecture on SB 1.8.45 -- Los Angeles, May 7, 1973:

That was being done by Caitanya Mahāprabhu when He was teaching grammar to His students. So He was explaining dhātu. Dhātu means verb. So He was explaining Kṛṣṇa. Later on, the students, they became little dissatisfied that "Nimāi Paṇḍita simply explains Kṛṣṇa in everything." So the small school was closed by Caitanya Mahāprabhu. They are described as adhama-paḍuyā. That is in the Caitanya-caritāmṛta. Adhama, adhama-paḍuyā means, adhama, adhama means very low grade, adhama. And uttama means high grade.

So because this Sanātana Gosvāmī and Rūpa Gosvāmī accepted government office—although it was government office, but it was service—so they were outside the brāhmaṇa community. So all these Caitanya Mahāprabhu accepted. Otherwise, at that time social condition was very strict. You have heard the name of Rabindranath Tagore. They were also in that way ostracized. They were out of brāhmaṇa community. They also belonged to the brāhmaṇa community. So therefore he is presenting himself that nīca jāti. Nīca jāti: "I am lower caste." Why? Nīca-saṅgī: "Because my association nīca, my association Muhammadan. They are not brāhmaṇas. They are not highly qualified. Because my association lower, so I am lower also." And patita: "I have fallen down from the standard of my paternal position." Patita: "I am fallen." Adhama. Adhama means "I am the lowest of the human beings."

One who understands like that, he is... Sanātana Gosvāmī—he's a nīca jāti, the bodily conception of life nīca jāti. Nīca jāti, nīca-saṅgī. Why the bodily concept of life? Because the association is bad. At the present moment we do not get any education or good association to understand our real identity. That is the difficulty. Therefore he says, nīca saṅgī, patita adhama. Adhama means lowest of the mankind; patita means fallen. If one does not understand his real interest, he is called fallen.

Adhama means lowest. Or, in other words, he is an animal in the form of a man.

Saṁsāra means this material entanglement. This is called saṁsāra. And narādhama. They are called the lowest of the human kind, because human life is especially meant for God realization, self-realization. So instead of realizing oneself and the Supreme Self, if one derides, doesn't want to understand what is God, what is God consciousness, what is Kṛṣṇa, he is to be understood as the lowest of the mankind, narādhama. Adhama means lowest. Or, in other words, he is an animal in the form of a man.

In the Bhagavad-gītā it is said, "Those who are atheists, those who are godless, their knowledge is already taken away by māyā. They are so-called men of knowledge, wise men. Actually they are fools, rascals, those who are atheistic." This is the statement of Bhagavad-gītā. "Those who are lowest of the mankind..." Nara means man and adhama means lowest. The lowest grade of man denies the existence of God. So as we are forgetting our eternal relationship with God, so we are gradually degraded to the lowest position of living creatures. Our knowledge has no value.

Gaura pahū nā bhajiyā goinu, prema-rathana-dhana helāya hārāiṅu. This is another song by Narottama dāsa Ṭhākura. He's saying that "I have invited my spiritual death by not worshiping Lord Caitanya." Gaura pahū nā bhajiyā goinu. Gaura pahū means "Lord Caitanya," and nā bhajiyā, "without worshiping." Goinu, "I have invited spiritual death." And adhame yatane kari dhanu tainu. "Why I have invited the spiritual death? Because I am engaged in something which is useless and I have rejected the real purpose of my life."Adhama means valueless things. And dhana means valuables. So actually, everyone of us, neglecting our spiritual emanicipation, we are engaged in material sense gratification, and therefore we are losing the opportunity of this human form of body to elevate myself on the spiritual platform.

Prabhupāda: So these atheist class, they're rascals, mūḍhāḥ, third-class men without any knowledge. Na māṁ duṣkṛtinaḥ. I've already explained. Using the merit for sinful activities, they're called duṣkṛtiḥ. And mūḍhāḥ, these rascals, who cannot understand how the management is going on, mūḍhāḥ. Na māṁ duṣkṛtino mūḍhāḥ, prapadyante narādhamāḥ (BG 7.15). Narādhamāḥ means... Nara means human being. Adhama means the lowest, because the lowest of the mankind. The highest of the mankind means who has the knowledge of the Supreme. He's called highest, brāhmaṇa.
